From 20 September 2028, Directive (EU) 2025/2647 enters into force fully with the implementation of Member State transposing measures. From this date, the revised Union framework for alternative dispute resolution becomes fully operational at national level, covering disputes arising from contractual and pre-contractual obligations, including disputes relating to digital content and digital services and contracts based on the provision of personal data, and allowing participation of third-country traders directing activities towards the Union. The applicable framework enforces trader obligations to reply to alternative dispute resolution entities within 20 working days, with a lack of reply being treated as refusal to participate, implements streamlined reporting requirements for alternative dispute resolution entities, applies strengthened Member State obligations concerning accessibility, organisation, supervision and reporting, and activates coordination through competent authorities and designated alternative dispute resolution contact points, including within the European Consumer Centres Network. From this date, the European Commission’s multilingual digital interactive tool supporting alternative dispute resolution in cross-border disputes operates as part of the revised system.
