Indonesia: Ministry of Communication and Digital Affairs issued final letter to Wikimedia for registration as private sector electronic system provider

On 15 April 2026, the Ministry of Communication and Digital Affairs issued a final letter to the Wikimedia to immediately complete registration as a Private Sector Electronic System Provider (PSE) in Indonesia, in accordance with the Minister of Communication and Information Regulation Number 5 of 2020 concerning Private Electronic System Providers. The framework applies to all digital platforms, including local and foreign social media, e-commerce, fintech, search engines, and non-profit platforms operating in Indonesia. The obligations include mandatory registration as a Private Sector Electronic System Provider for legality, user data protection, and digital space governance. It was stated that the Ministry of Communication and Digital Affairs has granted the Wikimedia Foundation a final extension of seven business days from 15 April 2026 to complete the registration process in accordance with applicable regulations. It was also stated that failure to comply with the registration requirement within the stipulated timeframe will result in enforcement action in the form of blocking of Wikimedia services, including Wikipedia Indonesia and Wikimedia Commons, as well as other sanctions ranging from written warnings to termination of access or blocking of services as prescribed under the applicable regulation.
