Indonesia: Ministry of Communication and Digital Affairs imposed login feature restrictions on Wikimedia Foundation over non-compliance with registration obligations

On 25 February 2026, the Ministry of Communication and Digital Affairs imposed limited restrictions on the login functionality of the Wikimedia Foundation, citing the organisation’s non-compliance with registration obligations. The Regulation Number 5 of 2020 requires all electronic system providers, whether domestic or foreign, whose services are available or used within the Indonesian jurisdiction, to complete a formal registration process. The Ministry formally notified the Wikimedia Foundation of this requirement in November 2025 and granted two extensions, with the final deadline set for 20 January 2026. The measures apply exclusively to the authentication feature on auth.wikimedia.org. As a result, users are temporarily unable to log in or create new accounts. Access to the Wikimedia homepage and its informational content remains available. However, activities that require user authentication, such as editing or creating articles, are currently suspended. The Ministry indicated that full access may be restored once the Wikimedia Foundation completes the registration process in accordance with the applicable regulatory framework.
