Indonesia: Ministry of Communication and Digital Affairs indicated login feature restrictions on Wikimedia Foundation to be lifted following verification of compliance with registration obligations

On 16 March 2026, the Ministry of Communication and Digital Affairs indicated that access to Wikimedia services, currently restricted, will be restored once the Wikimedia Foundation's registration as a Private Electronic System Provider (PSE) has been verified. The Director General of Digital Space Supervision stated that Wikimedia has begun the registration process and has committed to following up. Registration is required under Minister of Communication and Informatics Regulation No. 5 of 2020, which mandates that any digital platform processing personal data and operating in Indonesia must register through the Online Single Submission (OSS) system. The Ministry emphasised that PSE registration applies to all platforms regardless of commercial status, noting that non-profit classification does not exempt an organisation from obligations to protect the personal data of Indonesian users. The Ministry indicated it remains open to further communication with the Wikimedia Foundation to facilitate the process. The restriction currently applies only to a specific Wikimedia subdomain.
