On 27 February 2023, the Office of Management and Budget (OMB) adopted the Memorandum for the Heads of Executive Departments and Agencies implementing the "No TikTok on Government Devices Act". The Act prohibits installing and using the social media video application TikTok on federal agencies' information technologies. In particular, the Office of Management and Budget was required to adopt standards mandating the removal of TikTok and any of its successors from the federal agencies' devices and outline the circumstances in which the application can be used, such as cases involving national security. The OMB Memorandum state that no later than 30 days from the release of the Memorandum, the federal agencies are required to remove and disallow the installation of TikTok on devices and prohibit internet traffic to the application. Furthermore, the Memorandum states that agencies will have a maximum of 90 days to ensure that the new contracts don't include provisions requiring the use of the application and cease using contracts that contain such requirements. Finally, the Memorandum states that in a maximum of 120 days, the agencies have to ensure that the contracts include provisions conforming to the prohibition on the installation and use of TikTok on Government Devices.
