On 19 March 2026, the Supreme Court of Indonesia rejected the appeal filed by Google and upheld the decision of the Business Competition Supervisory Commission (KPPU), finding that Google’s mandatory Google Play Billing policy, introduced on 1 June 2022, violated Law No. 5 of 1999 on Prohibition of Monopolistic Practices and Unfair Business Competition. It was held that Google restricted application (app) developers from using alternative payment systems and imposed service fees of 15–30% in a market where the Google Play Store holds approximately 93% share. The ruling required Google to cease mandatory billing, allow all developers to use alternative payment methods through the user choice billing programme with at least a 5% fee reduction for one year, and pay a fine of IDR 202.5 billion. The ruling follows earlier proceedings before KPPU, the decision by KPPU in January 2025 to impose a fine for abuse of dominance, and the rejection of Google’s appeal by the Central Jakarta Commercial Court in June 2025.
