On 20 June 2025, the Commercial Court at the Central Jakarta District Court upheld the decision of the Business Competition Supervisory Commission (KPPU) in Case No. 03/KPPU-I/2024 regarding violations of Law No. 5 of 1999 concerning the implementation of the Google Play Billing System (GPB System). The court rejected Google LLC's objection in its entirety, affirming the KPPU's ruling that the company engaged in monopolistic practices and abuse of dominant position under Article 17 and Article 25(1)(b) of the law. The KPPU had imposed a fine of IDR 202.5 billion and ordered Google LLC to cease mandating the use of GPB System in the Google Play Store, while also requiring the company to offer developers participation in the User Choice Billing (UCB) program with a minimum 5% service fee reduction for one year. The case originated from allegations that Google LLC enforced the GPB System with service fees of 15%-30% and penalised non-compliant developers by removing their apps from the platform. The KPPU's preliminary examination began on 28 June 2024, culminating in a final ruling on 21 January 2025, with the objection decision pronounced on 19 June 2025.
