Indonesia: Issued interim ruling in KPPU investigation into Google over alleged abuse of dominant market position (08/DH/KPPU.Lid.I/IX/2022)

Description

Issued interim ruling in KPPU investigation into Google over alleged abuse of dominant market position (08/DH/KPPU.Lid.I/IX/2022)

On 29 November 2023, the Indonesian Competition Commission (ICC/KPPU) issued an interim ruling in its investigation into Google LLC (Google) over the alleged abuse of its dominant market position (Investigation No. 08/DH/KPPU.Lid.I/IX/2022). The KPPU alleges Google of having abused its dominant position by mandating the use of Google Play Billing System for app developers on the Google Play Store, suspecting it of having violated Articles 17 and 25 of Law No. 5 of 1999. The KPPU decided to continue with the investigation and move it into its filing stage, which involves compiling a report on the alleged violations to evaluate the investigation's merits before a preliminary examination. This step follows Google's alleged failure to meet commitments related to a requested behaviour change, including assurances against engaging in anti-competitive behaviour, despite the KPPU's conditional approval of the behaviour change in October 2023.
