On 4 December 2025, the Partial Amendment to the Act on Consumer Protection in Electronic Commerce (Bill No. 14874) as a committee substitute consolidating 10 earlier bills submitted between August 2024 and November 2025 was introduced to the National Assembly. The Amendment applies to e-commerce operators and mail-order businesses that publish consumer reviews on cyber malls and similar online storefronts. Under the proposed Article 21-4, such operators would be required to publicly disclose information on how consumer reviews are collected and processed. The required disclosures would cover, firstly, the period for which reviews remain posted, secondly, the criteria for ratings and deletion, and thirdly, the procedure for contesting a deletion. The specific content, scope, method, and procedure of disclosure would be determined by Presidential Decree under Article 21-4(2). The Amendment would enter into force 6 months after promulgation.
