Argentina: MERCOSUR-Singapore Free Trade Agreement entered into force for Singapore and Paraguay

On 1 February 2026, Singapore’s Ministry of Trade and Industry announced that the MERCOSUR–Singapore Free Trade Agreement (MCSFTA) entered into force for Singapore and Paraguay. The Agreement establishes a framework governing trade in goods and services, investment, government procurement, e-commerce, intellectual property, and competition between Singapore and the four founding MERCOSUR Member States.The MCSFTA provides for the gradual elimination of import tariffs on approximately 96% of products over 15 years, with around 20% receiving immediate tariff-free access. It includes commitments on customs procedures and trade facilitation, rules of origin, non-discriminatory access to government procurement markets, equal treatment for service suppliers, and enhanced stability and predictability for investors. The e-commerce provisions prioritise accepting the validity of transactions carried out electronically and the use of electronic signatures. Additionally, it introduces measures to protect consumers from deceptive and fraudulent commercial activities. Furthermore, the parties shall make a form for export, import, and transit available for the public in electronic format. Finally, the parties agreed to cooperate on e-commerce and cybersecurity matters.
