On 31 October 2025, the Law on Digital Transformation was introduced to the National Assembly of Vietnam. The Law on Digital Transformation applies to organisations directly involved in or related to digital transformation in Vietnam under Article 2. Provisions relevant to access to data by state agencies include Article 16(1)(d), which requires organisations to coordinate with state agencies in verifying and sharing data and fulfilling other obligations serving digital transformation as prescribed by law. Article 30(2) requires organisations to collect, provide, and update complete, accurate, and timely data on the Digital Transformation Implementation Statistics, Measurement, Monitoring, and Evaluation Platform to serve state management of digital transformation. Article 39(3) requires organisations and businesses to provide and report data for statistical purposes on the digital economy as requested by competent state agencies and in accordance with the law. Article 27(1) requires compliance with the law on data when participating in digital transformation activities.
