On 23 February 2022, the European Commission introduced the "Proposal for a Regulation of the European Parliament and of the Council on harmonised rules on fair access to and use of data (EU Data Act)", as part of the EU Strategy for Data. The Act includes requirements for international data transfers of non-personal data in art. 27. Data processing service providers must take technical, legal and organisational measures to prevent the international transfer or governmental access to non-personal data which would breach national or EU law. Art. 27 specifies further requirements for an international data transfer to be lawful.
