On 27 November 2025, the Law on Artificial Intelligence was introduced to the National Assembly of Vietnam, defining user rights and protections. Article 11(1) requires users to be able to recognise when they are interacting with an artificial intelligence system. Article 11(3) and Article 11(4) require clear notification and labelling when text, audio, images, or videos are generated or modified by artificial intelligence and may cause confusion about authenticity, including simulated persons or events. Article 3(7) defines affected parties whose legal rights and interests may be impacted. Article 14(1)(f) and Article 14(2)(d) require suppliers and implementing parties to provide users and affected parties with publicly available information on system functions, operating methods, and risk warnings. Article 15(2)(c) recognises the right of users to lawfully use low-risk artificial intelligence systems. Article 29(2) to Article 29(4) establish user and affected party rights to compensation where damage occurs.
