Bureau of Industry and Security prohibition on imports under the connected vehicles and vehicle communication system hardware rule enters into force

From model year 2030, the prohibition adopted by the United States Department of Commerce (DOC), through the Bureau of Industry and Security (BIS), under the Information and Communications Technology and Services (ICTS) regulations fully extends to imports of vehicle communication system (VCS) hardware from companies owned by, controlled by, or subject to the jurisdiction or direction of the People’s Republic of China (PRC) or the Russian Federation (Russia). This step completes the phased implementation that began with the prohibition on connected vehicle (CV) sales in model year 2027 and continued with restrictions on non-model-year components from 1 January 2029. The framework retains ongoing compliance obligations, including annual Declarations of Conformity, supported by General Authorisations, Specific Authorisations, and Advisory Opinions administered through the Compliance Application and Reporting System (CARS).
