Department of Commerce’s rule prohibiting sale and import of connected consumer vehicles and supporting hardware and software systems from the PRC and Russia enters into force with grace period

On 17 March 2025, the Department of Commerce’s rule prohibiting the sale and import of connected consumer vehicles and supporting hardware and software systems from the People's Republic of China (PRC) and Russia comes into force with a grace period. The products covered under this rule include vehicle connectivity systems, including Bluetooth, cellular, satellite, and Wi-Fi modules, automated driving systems, and complete connected passenger vehicles. The rule sets phased prohibitions beginning with model year 2027 for sales and model year 2030, or 1 January 2029 for non-model-year components, for imports, and requiring annual Declarations of Conformity as well as compliance through General Authorisations, Specific Authorisations, and Advisory Opinions processed via the Compliance Application and Reporting System (CARS).
