Bureau of Industry and Security rule on connected vehicles enters into effect for non-model-year vehicle communication system hardware with a nexus to the People’s Republic of China or Russia

On 1 January 2029, the prohibition established by the Bureau of Industry and Security (BIS) under its final rule on connected vehicles (CV) took effect for non-model-year components, restricting imports of vehicle communication system (VCS) hardware with a nexus to the People’s Republic of China or Russia, consistent with phased prohibitions beginning with model year 2027 for sales and model year 2030 for imports, and requiring annual Declarations of Conformity as well as compliance through General Authorisations, Specific Authorisations, and Advisory Opinions processed via the Compliance Application and Reporting System (CARS).
