On 25 January 2025, the Italian Communications Regulatory Authority (AGCOM) closes its public consultation on proposed modifications to the guidelines and code of conduct for influencers. The consultation aimed to enhance transparency and awareness among influencers who create and distribute content on video-sharing platforms. The guidelines, introduced by Resolution No. 7/24/CONS, provide interpretive and practical support for influencers to comply with the Unified Text regulations. A technical committee was established to develop a code of conduct that includes additional measures and technical tools to ensure influencers adhere to the regulations. The guidelines define thresholds and metrics for identifying relevant influencers, such as the number of followers and engagement rates. The Authority has proposed lowering the follower threshold to 500'000 on at least one platform and introducing average monthly views as an additional criterion. The code of conduct also includes provisions for protecting minors and vulnerable categories, ensuring that influencers do not publish harmful content and provide clear signals for potentially harmful content.
