China: Consultation closed on Interim Measures for the Administration of Data Property Rights Registration in Shenzhen

Description

Consultation closed on Interim Measures for the Administration of Data Property Rights Registration in Shenzhen

On 17 March 2023, the public consultation closed on the Shenzhen Development and Reform Commission document titled "Interim Measures for the Administration of Data Property Rights Registration in Shenzhen". The proposal aims to protect legitimate data rights by establishing a data property rights registration system. The new system will allow data owners to claim property rights by filing a registration with the relevant authorities, which will grant a certificate of ownership for "data property" that may be used for financing or trade in the data market, thus promoting the open flow, development and use of data as a factor of production.
