On 1 July 2023, the Interim Measures for the Administration of Data Property Rights Registration in Shenzhen entered into force. The measures include the establishment of a data property rights registration system to regulate data property rights, protect the legitimate rights and interests of participants in the data market, and promote the open flow, development, and utilization of data. The measure creates a structured framework for data ownership and facilitates data transactions. Furthermore, registration institutions will implement the data property rights registration system. They will be responsible for accepting, reviewing, and issuing registration applications for data resources and data products. These institutions will also provide inquiry, information, consultation, and training services related to data property rights registration. Also, a collaborative supervision mechanism will be established involving various government departments to oversee the registration of data property rights. The supervisory department will conduct inspections, consultations, and unannounced visits to the registration agencies. The measures will be in force for three years.
