On 9 February 2023, the “Social Media Usage Amendments Bill” (HB 311) was passed by the Utah State House and will now be considered in the State Senate. The Bill would prohibit social media companies from using a design or feature that may cause a minor to have an addiction to a social media platform and require the consent of a minor's parent or legal guardian for a minor to enter into a contract through an interactive computer service. The Bill would also create a right of action against social media companies for harm to minors.
