Signed Utah Social Media Usage Amendments Bill (HB 311) including consumer protection regulations for minors

On 23 March 2023, the Social Media Usage Amendments Bill (HB 311) was signed into law by the Governor of Utah. The Bill would prohibit social media companies from using a design or feature that may cause a minor to have an addiction to a social media platform and require the consent of a minor's parent or legal guardian for a minor to enter into a contract through an interactive computer service. The Bill would also create a right of action against social media companies for harm to minors. The obligations outlined in the Bill will come into force on 1 March 2024.
