On 6 December 2022, the Council of the European Union adopted its general approach on the proposed Regulation, establishing a framework for a European Digital Identity. The Regulation aims to ensure "secure and trustworthy" electronic identification and authentication through a personal digital wallet on a mobile phone. In its general approach, the Council expands the scope of the Regulation, requiring online platforms classified as gatekeepers, based on the Digital Markets Act (DMA), to ensure that providers of EU electronic identification means have access, free of charge and effective interoperability with the same operating system, hardware or software features that they are using to provide their complementary and supporting services.
