On 10 November 2022, the EU Commission and High Representative of the Union for Foreign Affairs and Security Policy released a Joint Communication (JC) on an EU Policy on Cyber Defence and an Action Plan on Military Mobility 2.0 intended to address the worsening security environment after the Russian invasion of Ukraine and boost the EU's capacity to protect its citizens and infrastructure. The JC notes that the policy will aim to strengthen the EU's cyber defence and strengthen cooperation between military and civilian cyber communities. Among other points, the JC highlighted that there will be further harmonisation of cybersecurity certification and standards for both all civilian and dual-use hardware and software with digital elements as non-critical software components can be used in cyber-attacks.
