The Policy intends to address the worsening security environment after the Russian invasion of Ukraine and boost the EU's capacity to protect its citizens and infrastructure. The Council emphasised the need for collaborative efforts across the EU to further strengthen cyber security and focus on full-spectrum defensive cyber defence capabilities, including resilient critical infrastructure. The Council highlighted investing in cyber defence and engaging in dialogue to collaboratively address common vulnerabilities.
