On 9 September 2022, the Cyberspace Administration of China (CAC) adopted Provisions on the Administration of Internet Pop-up Information Push Services containing content regulation for internet pop-up notification providers. Under the new Provisions, pop-up notifications providers must comply with news content laws and are not allowed to use abusive algorithms (i.e. that create addiction or violate laws). Moreover, pop-up advertising shall be identifiable and information news cannot be pushed through pop-up windows if the provider does not possess a news information service license. In addition, the new Provisions require pop-up providers to establish and improve content management systems such as information content review, data security, personal information protection, and the protection of minors. The Provisions will come into effect on 30 September 2022.
