On 8 July 2022, the Federation Council of the Russian Federation adopted the Amendment to Law No. 152 (Bill No. 101234-8). Specifically, personal data operators will not be able to deny services to citizens refusing to provide personal data, especially biometric data. Furthermore, the applicable deadline for operators to comply with requests from both regulators and citizens on the potentially illegal use of personal data has been reduced from 30 to 10 days. The Bill prohibits the processing of biometric personal data of minors, defined as individuals under 18 years old. Furthermore, the data operators are required to notify the Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor) within 15 days of changes regarding the purpose of processing personal data, categories of personal data processed, legal basis used or methods used for processing personal data.
