On 22 March 2026, the Chinese Ministry of Civil Affairs, Ministry of Industry and Information Technology, and State Cyberspace Administration jointly adopted the Measures for the Administration of Internet Public Fundraising Service Platforms, including a fair marketing and advertising practice requirement. The Measures will apply to internet public fundraising service platforms operating in China. The Measures will prohibit platforms from inserting commercial advertising, including corporate product promotion and brand promotion, into public fundraising information pages, including the homepage, search results pages, and project details pages. Platforms will also be prohibited from inserting links redirecting to commercial activity pages, including e-commerce pages and financial management pages, and from inserting interactive functions unrelated to public fundraising, such as lotteries and traffic-driving games. In addition, the Measures will require platforms to provide services in accordance with the principles of legality, good faith, voluntariness, fairness, and openness, and will prohibit platforms from imposing conditions on charitable organisations, donors, or beneficiaries that contravene laws, regulations, or social morality. The Measures will enter into force on 1 May 2026.
