Republic of Korea: President signed Enforcement Decree of the Framework Act on the Development of Artificial Intelligence and Creation of a Trust Base (Presidential Decree No. 36053) excluding previously announced drafting elements

On 21 January 2026, the President signed the Enforcement Decree of the Framework Act on the Development of Artificial Intelligence and Creation of a Trust Base (Presidential Decree No. 36053). The Enforcement Decree, as promulgated, does not include provisions previously announced during the drafting phase concerning operationalisation of obligations of providers, transparency, safety, accountability, risk prevention, industrial development measures, or enforcement and compliance mechanisms. The final Enforcement Decree text is limited to the determination of enforcement dates pursuant to Supplementary Provisions Article 1, the repeal of the Regulations on the Establishment and Operation of the National Artificial Intelligence Strategy Committee pursuant to Supplementary Provisions Article 2, and transitional and institutional succession measures concerning the National Artificial Intelligence Strategy Committee, its support team, and dispatched personnel pursuant to Supplementary Provisions Articles 3 to 6.
