On 8 September 2025, the Ministry of Science and Information and Communication Technology (MSICT) released the draft Enforcement Decree of the Framework Act on the Development of Artificial Intelligence and Creation of a Trust Foundation (AI Framework Act). The draft outlines obligations for operators to provide prior notification to users when engaging with generative or high-impact artificial intelligence (AI), to apply visible or machine-detectable markings to outputs, and to conduct AI impact assessments in cases where systems may affect fundamental rights. The draft requires identification of impacted groups, mapping of affected rights, evaluation of risks and harms, and inclusion of preventive and remedial measures, with the possibility of delegating assessments to third parties. It provided that compliance with equivalent obligations under other legislation would be deemed fulfillment of the AI Framework Act requirements, and established disclosure and transparency duties in sectors including healthcare, transportation, and education. The MSICT announced that briefing sessions would be held with companies, organisations, civic groups, overseas operators, and content industries before the subordinate statutes are finalised and published.
