On 22 December 2025, the Ministry of Science and Information and Communication Technology closes the public consultation on the Enforcement Decree of Framework Act on Development of Artificial Intelligence and Establishment of Trust Foundation, which had been open since 12 November 2025 to gather opinions on user-rights-related provisions contained in the draft Enforcement Decree. The consulted draft included transparency obligations requiring prior notification to users when artificial intelligence is used in products or services and clear labelling of generative artificial intelligence outputs including deepfake outputs, considering user age and physical conditions. It required artificial intelligence operators to publish risk management plans, explanation procedures, user protection plans, human oversight information and documentation retention for five years except for trade secrets. It also included artificial intelligence impact assessment requirements specifying affected groups, affected fundamental rights, impact extent, use patterns, evaluation indicators, mitigation and recovery measures and improvement plans, determining information that artificial intelligence businesses must evaluate and disclose regarding impacts on users.
