Bulgaria: National Assembly adopted Bill implementing Digital Services Act in Bulgaria designating competent authorities and digital services coordinator

On 6 November 2025, the Bulgarian National Assembly adopted the Bill amending and supplementing the Electronic Communications Act. The Bill designates the Communications Regulation Commission as the digital services coordinator and competent authority, alongside the Council for Electronic Media and the Commission for Personal Data Protection as competent authorities for specific areas of supervision under the Digital Services Act (DSA). The Bill applies to providers of intermediary services operating in Bulgaria, including hosting services, online platforms, and online search engines. The Bill establishes supervisory, investigative, and enforcement powers for the designated authorities and sets out coordination and cooperation mechanisms with the European Commission and other Member State authorities under the DSA.
