Supervision and Management Measures for Live Streaming E-commerce (Order No. 117) including user/subject right enter into force

On 1 February 2026, the Supervision and Management Measures for Live Streaming E-commerce enter into force. The Measures define live-streaming e-commerce as business activities that sell goods or provide services through websites, applications, or other means using video live streaming, audio live streaming, or a combination of these methods. The Measures establish certain rights for platforms users and streamers. Where a live-streaming e-commerce platform operator places a user or streamer on a blacklist under Article 14, it must promptly inform them of the facts, reasons, and legal basis for the violation, the specific duration of the blacklisting, and the available appeal channels. If an appeal is filed, the platform must conduct a necessary review, make an objective and fair decision, and promptly notify the entity of the outcome. Article 18 also requires platform operators to establish and improve consumer rights protection systems and to clarify consumer dispute resolution mechanisms. In the event of a consumer dispute, and upon the consumer’s request, the platform operator must provide necessary information, including details of the relevant live-streaming room operator, live-streaming marketing personnel, and the related transaction records.
