Vietnam: Law on Digital Transformation including design requirements was adopted by National Assembly

On 11 December 2025, the National Assembly of Vietnam adopted the Law on Digital Transformation. The Law establishes design requirements for digital systems under Article 7. Article 7(1) requires systems to be designed based on digital platforms and shared components. Article 7(2) mandates the efficient use of cloud computing infrastructure. Article 7(3) requires connectivity and integration from the outset, based on open standards and standard application programming interfaces. Article 7(4) requires cybersecurity and data protection to be incorporated from the design and development stages. Article 7(5) mandates a data-centric approach with a one-time declaration by default. Article 7(6) requires a user-focused design, ensuring convenience and accessibility. Article 7(7) calls for flexibility, ease of upgrading, and modular architecture. Article 4(5) further requires the implementation of cybersecurity and data protection measures at the design stage.
