On 12 August 2025, the Ministry of Science and Technology opened a public consultation until 15 August 2025 on the Draft Law on Digital Transformation, 2025. The Draft Law requires organisations and individuals introducing products, goods, processes, or services serving digital transformation, or connecting to information systems of state agencies, to ensure compatibility, connectivity, safety, cybersecurity, and operational effectiveness as conditions of system design under Article 63(1). It requires information systems serving digital transformation to be designed to implement cybersecurity and personal data protection measures in accordance with applicable law under Article 65(3). It also requires digital products and services to be designed according to the principles of “safety from design” and “ethics from design” under Article 50(3)(a), and requires owners of digital platforms to develop design-based tools to proactively screen, detect, and process harmful and illegal content to protect users under Article 65(2).
