On 31 October 2025, the Law on Digital Transformation was introduced to the National Assembly of Vietnam. The Law on Digital Transformation applies to domestic and foreign organisations and individuals directly involved in or related to digital transformation in Vietnam under Article 2. Article 7 sets out principles of digital system architecture and design, including the use of digital platforms and shared components under Article 7(1), efficient use of cloud computing infrastructure under Article 7(2), connectivity and integration based on open standards and standard application programming interfaces under Article 7(3), and ensuring cybersecurity and data protection from the design and development stages under Article 7(4). Article 7(5) requires a data-centric approach based on one-time declaration by default. Article 7(6) requires a focus on the user, including accessibility. Article 7(7) requires flexibility, ease of upgrading, and adaptability through modular architecture. Article 4(5) requires cybersecurity and data protection measures in the design of digital systems.
