Law on Digital Transformation including performance monitoring requirements was adopted by National Assembly

On 11 December 2025, the National Assembly of Vietnam adopted the Law on Digital Transformation. The Law on Digital Transformation includes performance monitoring requirements applicable to organisations operating digital systems and digital platforms. Article 4(1) confirms obligations to manage, measure, monitor, and audit digital transformation activities and to evaluate effectiveness. Article 8(5) establishes requirements for operational readiness and backup, and failover plans to ensure the uninterrupted operation of digital systems and digital services. Article 8(6) outlines obligations to record, store, and protect activity logs to enable monitoring, tracing, inspection, examination, auditing, and accountability. Article 16(1)(c) confirms organisational responsibilities to ensure cybersecurity and implement risk prevention measures during system operation.
