On 31 October 2025, the Law on Digital Transformation was introduced to the National Assembly of Vietnam. The Law on Digital Transformation applies to domestic and foreign organisations and individuals directly involved in or related to digital transformation in Vietnam under Article 2. Article 4(1) includes activities to manage, statistically analyse, measure, monitor, and audit digital transformation activities and to evaluate their level and effectiveness. Article 8(5) requires digital systems and digital services to maintain a minimum level of operational readiness and to have backup and failover plans to ensure uninterrupted operation of critical systems or essential services. Article 8(6) requires digital systems to record, store, and protect activity logs, ensuring the ability to check, monitor, and trace data for inspection, examination, auditing, and accountability purposes. Article 16(1)(c) requires organisations to ensure cybersecurity and implement risk prevention measures during the operation of digital systems and digital platforms.
