Vietnam: Draft Law on Digital Transformation, 2025 including testing requirement was introduced to National Assembly

On 31 October 2025, the Law on Digital Transformation was introduced to the National Assembly of Vietnam. The Law on Digital Transformation applies to organisations and individuals directly involved in or related to digital transformation in Vietnam under Article 2. Article 4(6) provides for research, test, pilot, evaluate, and deploy applications of digital technology products and services, new models and solutions for digital transformation, and the implementation of a controlled testing mechanism in digital transformation. Article 4(11) provides for pilot development, including building and test-operating digital systems, digital platforms, and digital services within a limited scope to evaluate effectiveness before investment, leasing, or procurement. Article 28 provides that agencies, organisations, and businesses may conduct controlled trials of processes, solutions, products, services, and business models in digital transformation in accordance with relevant laws.
