On 31 October 2025, the Law on Digital Transformation was introduced to the National Assembly of Vietnam. The Law on Digital Transformation applies to domestic and foreign organisations and individuals directly involved in or related to digital transformation in Vietnam under Article 2. Article 5(3) prohibits collecting, using, sharing, buying, selling, or exploiting digital data in violation of the law. Article 4(5) requires implementing measures to ensure data protection in the design, deployment, operation, and use of digital systems. Article 8(4) requires data processed by digital systems to be stored, backed up, protected, and recovered, ensuring integrity, availability, and resilience, and complying with regulations on the protection of personal data as stipulated in the law on personal data protection. Article 16(1)(c) requires organisations to protect personal data when operating digital systems and digital platforms. Article 27(1) requires compliance with the law on personal data protection. Article 41(3) provides that personal data is protected in accordance with the law on personal data protection.
