Vietnam: Ministry of Science and Technology closed consultation on Draft Law on Digital Transformation, 2025 including data protection regulation

On 15 August 2025, the Ministry of Science and Technology closed the public consultation, which had been open since 12 August 2025, on the Draft Law on Digital Transformation, 2025. The Draft Law requires agencies, organisations, and individuals participating in or related to digital transformation activities to comply with the law on data and the law on personal data protection under Article 65(1). It requires information systems serving digital transformation to implement measures to protect personal data and handle violations in cyberspace in accordance with the law on cybersecurity and personal data protection under Article 65(3). The Draft Law recognises citizens’ rights to the protection of personal data, privacy, personal secrets, and family secrets, and the right to control personal data under Article 47(2)(d), and recognises the right to know, choose, or refuse interaction with algorithmic and artificial intelligence systems and to request explanations and human intervention in automated decisions affecting legitimate rights and interests under Article 47(2)(e).
