Vietnam: Law on Artificial Intelligence including conformity assessment requirement for high-risk AI systems enters into force

On 1 March 2026, the Law on Artificial Intelligence enters into force. The Law requires high-risk AI systems to undergo conformity assessment before use and whenever significant changes occur. Systems must also comply with relevant standards or technical regulations. Conformity assessment confirms that a system meets the requirements of Articles 13 and 14 and is conducted either by registered or recognised conformity assessment organizations for listed high-risk systems, or by self-assessment or recognized organizations for other high-risk systems. Assessment results are required for system use, with providers responsible for maintaining conformity, publicly disclosing information, and supporting inspection and supervision under Article 10. The Prime Minister defines the list of high-risk systems requiring certification. Conformity assessment and testing organisations must ensure independence and technical capacity, and are subject to periodic supervision by state authorities.
