On 27 November 2025, the Law on Artificial Intelligence was introduced to the National Assembly of Vietnam. Article 13(1) requires high-risk artificial intelligence systems to undergo conformity assessment before being put into use or when significant changes occur. Article 13(2)(a) requires conformity assessment by a registered or accredited conformity assessment body for high-risk artificial intelligence systems listed as requiring certification before deployment. Article 13(2)(b) allows the supplier to conduct self-assessment or engage a registered or accredited conformity assessment body for other high-risk artificial intelligence systems. Article 13(3) provides that conformity assessment results are a condition for allowing high-risk artificial intelligence systems to be put into use. Article 13(4) assigns the Prime Minister responsibility to prescribe the List of High-Risk Artificial Intelligence Systems. Article 10(3) requires suppliers of high-risk artificial intelligence systems to notify the Ministry of Science and Technology of classification results through the one-stop electronic portal on artificial intelligence before putting systems into use. Article 14(6) requires foreign suppliers of high-risk artificial intelligence systems to have a legal point of contact in Vietnam and, where mandatory conformity certification applies, a commercial presence or authorised representative in Vietnam.
