On 10 December 2025, Vietnam’s National Assembly adopted the Law on Artificial Intelligence (AI), which applies to Vietnamese and foreign entities operating in the country, excluding AI used solely for defence, security, or cipher purposes. The law sets out measures for cyber incident management. When serious incidents occur with AI systems, developers and providers must promptly implement technical measures, including temporary suspension or recall, and notify competent authorities. Deployers and users are required to record incidents, report them in a timely manner, and assist in remediation. Competent state authorities verify reports, provide guidance, and may require temporary suspension, recall, or reassessment of affected systems. Incident reporting and handling are conducted through the single AI portal, with the Government regulating procedures and responsibilities according to the severity and impact of incidents.
