On 27 November 2025, the Law on Artificial Intelligence was introduced to the National Assembly of Vietnam, establishing cybersecurity-related obligations for organisations and individuals participating in artificial intelligence activities. Article 7(3) prohibits collecting, processing, or using data to develop, train, test, or operate artificial intelligence systems in violation of cybersecurity law. Article 8(3) requires that the public disclosure, connection, and sharing of data through the one-stop electronic portal on artificial intelligence and the national database on artificial intelligence systems ensure information security and safety. Article 12(1) requires developers, suppliers, implementers, and users to ensure system security and timely detection of incidents. Article 12(2)(a) requires developers and suppliers to implement technical measures to rectify, suspend, or recall artificial intelligence systems and notify competent authorities when serious incidents occur. Article 17(1) requires databases serving artificial intelligence to be created, managed, and exploited in compliance with cybersecurity law.
