On 22 December 2025, the Ministry of Science and Information and Communication Technology closes the public consultation on the Enforcement Decree of Framework Act on Development of Artificial Intelligence and Establishment of Trust Foundation, which had been open since 12 November 2025 to gather opinions on design requirements in the draft Enforcement Decree. The consulted draft contained design requirements including criteria for artificial intelligence research and development, learning data construction and artificial intelligence adoption and utilisation; procedures and criteria for artificial intelligence cluster designation and management; transparency obligations requiring advance notice to users regarding artificial intelligence operation in products or services and clear labelling of generative artificial intelligence outputs including deepfakes; safety obligations defining artificial intelligence system thresholds using cumulative compute of 10²⁶ floating-point operations; criteria for determining high-impact artificial intelligence including use area, impact on fundamental rights, severity, frequency and sector-specific characteristics; and artificial intelligence impact assessment requirements specifying affected groups, affected fundamental rights, impact extent, use patterns, evaluation indicators, mitigation and recovery measures and improvement plans.
