Republic of Korea: Ministry of Science and Information and Communication Technology opened consultation on Enforcement Decree of Framework Act on Development of Artificial Intelligence and Establishment of Trust Foundation including design requirements

On 12 November 2025, the Ministry of Science and Information and Communication Technology opened the public consultation on the Enforcement Decree of the Framework Act on Development of Artificial Intelligence and Establishment of Trust Foundation until 22 December 2025 to collect opinions on design requirements defined in the draft Enforcement Decree. The draft Enforcement Decree specifies and clarifies delegated matters under the Framework Act, including criteria for learning data construction and artificial intelligence adoption and utilisation and safety obligations defining artificial intelligence system thresholds using cumulative compute of 10²⁶ floating-point operations.
