The Bill mandates that digital service providers implement age verification mechanisms to restrict access by children and adolescents, particularly for pornographic content and social media accounts, requiring parental linkage for underage users. Platforms with over 1 million registered minor users must submit detailed semiannual reports on content moderation metrics, including complaint volumes, account suspensions, and technical improvements for child protection. Penalties for non-compliance include warnings with 30-day corrective periods, fines of up to 10% of the economic group’s Brazilian revenue (capped at BRL 50 million per violation), or operational suspension. Fines are adjusted annually by the consumer price (IPCA) index and directed to the National Fund for Children and Adolescents. The law prohibits profiling minors for targeted advertising and requires immediate takedown of harmful content upon verified notification.
