On 2 May 2025, the Virginia Governor signed into law the Bill amending the Consumer Data Protection Act to regulate social media use by minors (SB 854). The amendments require platforms to implement commercially reasonable age verification methods and limit minors under the age of 16 to one hour of use per social media platform per day, unless verifiable parental consent authorises a different duration. The amendments also impose restrictions on the use of data collected for age verification purposes and prohibit platforms from withholding, degrading, or increasing the price of services for users who are restricted under these provisions. The amendments are set to take effect on 1 January 2026.
