On 24 March 2025, the Virginia Governor vetoed the Act on the development, deployment, and use of high-risk artificial intelligence (AI). The Act would have applied to developers and deployers of high-risk AI systems in Virginia. It would have required developers to provide detailed documentation about their AI systems, outlining limitations, performance evaluations, and measures to mitigate discrimination risks. They would also have had to ensure transparency by disclosing AI usage to consumers, particularly in cases of adverse decisions, where they would have been required to offer opportunities for appeal. The Act would have exempted certain technologies and activities, such as anti-fraud systems and research, and would have placed enforcement authority solely with the Attorney General, with penalties for violations ranging from USD 1'000 to USD 10'000.
