Implemented Singapore Copyright Bill containing machine learning exception

On 21 November 2021, the new Copyright Bill was implemented after its adoption by the Parliament of Singapore. The Bill would repeal and replace the current Copyright Act. In particular, Division 8 of the Bill would allow the use of copyrighted material for computational data analysis, such as text and data mining, and machine learning, without the permission of the copyright owner, as long as the copyrighted works are accessed in compliance with the law. Among other conditions, the user must have lawful access to the work or recording from which the copy was made, and the copy must not be used or supplied for purposes unrelated to computational data analysis.
